SUBJECT: Award of Contract for Underground Utility Locating Services to
Pro Comm E.L.S. LLC
EXECUTIVE SUMMARY:
The City solicited competitive bids for underground utility locating services under IFB 26-052UM. The solicitation requires the selected contractor to provide locating and related services for the City’s underground utility infrastructure in accordance with the requirements established in the solicitation.
The apparent low bidder was determined to be non-responsive because it did not provide pricing for all tasks identified in the solicitation and submitted exceptions requesting revisions to the contract terms. The requested exceptions materially differed from the solicitation requirements and prevented the bid from being evaluated on the same basis as the other bids received.
The second-lowest bidder was evaluated for compliance with the solicitation’s qualification and experience requirements. Based on the information submitted, the bidder did not demonstrate the relevant experience necessary to perform underground utility locating services for municipal utility systems.
Pro Comm E.L.S. LLC, the third-lowest bidder, submitted a responsive bid meeting the requirements of the solicitation and demonstrated the qualifications and relevant experience necessary to perform the required services.
Based on the evaluation of responsiveness and responsibility, staff determined that Pro Comm E.L.S. LLC is the lowest responsive and responsible bidder.
RECOMMENDATION:
That the City Commission authorize the City Manager to award IFB 26-052UM - Underground Utility Locating Services and execute an agreement with Pro Comm E.L.S. LLC.
FISCAL IMPACT:
Funds are available in the Water/Sewer Fund - 40257501- Line Maintenance - 434000 - Other Contractual Services.
