SUBJECT: Acceptance of Federally-Funded Subaward and Grant Agreement
for Utilities Department Communication Tower Infrastructure
Retrofit Project

EXECUTIVE SUMMARY:

The Utilities Department submitted a Federal Emergency Management Agency (FEMA) Hazard Mitigation Grant Program (HMGP) application on August 28, 2023, to support protective measures for critical Plant City utility infrastructure.

The proposed project includes a communication tower infrastructure retrofit to strengthen the reliability of the City's utility communication systems. The scope involves installation of a stand-alone generator for the communication tower, an independent electrical power source, and improvements to the lift station communication system. These upgrades will help ensure continuous monitoring and operation of the City's Water Treatment Plants, Water Reclamation Facility, and all public sewer lift stations.

The City received the draft agreement on April 22, 2026. The grant provides $406,965 in federal funding with all work required to be completed by May 31, 2028. Full execution must occur no later than sixty (60) days after receipt of the draft agreement. To execute the agreement, the City must complete the sign the Federally Funded Subaward and Grant Agreement with the Florida Division of Emergency Management (FDEM), along with the FFATA form (Attachment I), Certification Regarding Lobbying (Attachment K), FACTS form (Attachent L), and the Foreign Country of Concern Affidavit (Attachment M).

These improvements align with and accelerate projects already planned in the Utilities Department's five-year Capital Improvement Plan, and acceptance of this award will allow the City to advance these upgrades.
