AGENDA REPORT

DATE: November 10, 2025

TO: City Commission

FROM: Bill McDaniel, City Manager

SUBJECT: Plant City Watershed Management Master Plan 2025 Model and Floodplain Update

EXECUTIVE SUMMARY:

The City of Plant City previously established the Plant City Watershed Management Master Plan (WMMP) that included known conditions through January 2017 and coincided with the latest LiDAR topographic data available for Hillsborough County. Since this time, an additional 97 Environmental Resource Permits (ERPs) have been approved and constructed within the watershed, of which 77 are located within the detailed study area established in the previous model.

The Plant City Watershed is home to the headwaters of three major watersheds encompassing approximately 60 square miles across portions of the Alafia River Watershed, the Pemberton Creek/Baker Canal Watershed, and the Hillsborough River Watershed. Utilizing the City's continuing contracts for engineering services, staff developed Engineering Work Order 21-020-01C-01 with AtkinsRealis (Consultant). AtkinsRealis will update the existing model to incorporate all areas where approved ERPs have been constructed through April 2025.

The updated WMMP services include:
1. Project Development
2. Digital Topographic Information
3. Model Updates
4. Floodplain Update and Technical Memorandum
5. Project Management and QA/QC

The project is estimated to be completed within 10 months. Deliverables include an updated HC-SWMM GWIS Geodatabase using the EPA SWMM 5.2 modeling software, an updated 100-year, 24-hour design storm event floodplain delineation and Technical Memorandum summarizing model and floodplain updates.

RECOMMENDATION:

That the City Commission authorize the City Manager to execute the Engineering Work Order 21-020-01C-01 with AtkinsRealis for $244,478.88 to update the Plant City Watershed Management Master Plan.

FISCAL IMPACT:
