AGENDA REPORT

DATE: October 12, 2026

TO: City Commission

FROM: Bill McDaniel, City Manager

SUBJECT: Resolution setting a public hearing on an ordinance amending Article IV of Chapter 102, Plant City Code, regarding the Florida Strawberry Festival Special Use District Overlay (PB-2026-16).

EXECUTIVE SUMMARY

The purpose of the proposed Text amendment is to add regulations within the Code of Ordinances regarding the Florida Strawberry Festival Special Use District Overlay.
The Florida Strawberry Festival Special Use District Overlay is currently one of the few remaining overlay districts housed exclusively within the Comprehensive Plan. Because Comprehensive Plan goals and policies are broad by design, establishing corresponding regulations within the Code of Ordinances is essential to effectively implement and enforce the framework established by the Plan.
Below is a summary of the proposed additions to the Land Development Code:
Establishes two distinct property categories within the overlay district: properties owned by the Florida Strawberry Festival and all other privately owned properties.
Clarifies permitted uses and specific development standards tailored to each of the two property categories.
Codifies standards regarding safety and security protocols during the annual festival and other sanctioned events.
Restricts allowed temporary uses on properties not owned by the Festival to designated timeframes associated with the event, event setup and breakdown. Mandates appropriate permitting for temporary outside sales and requires the complete removal of all temporary operations, structures, and signage upon the expiration of the permitted timeframe.
On September 23, 2026, the Planning Board voted 5-0 to forward the proposed text amendment to the City Commission with a recommendation of approval.
