SUBJECT: Public Hearing Adopting the Tentative Millage Rate for the Year 2026, and Setting a Public Hearing on the Final Millage Rate
EXECUTIVE SUMMARY:
On July 30, 2026, the City notified the Hillsborough County Property Appraiser's Office of the proposed millage rate and the date, time, and meeting place of the proposed millage and tentative budget hearings. Based on budget discussions at the Special City Commission Meeting held on August 24, the budget for fiscal year 2026-27 is balanced using the same millage rate of 5.7157 in effect for the current year. As provided by State law, the maximum millage levy is the rolled-back rate adjusted by the effects of homestead exemption, portability of Save Our Homes, and growth in per capita Florida personal income. By simple majority the City Commission can approve a tentative millage rate up to the maximum millage rate of 5.6379 and by two-thirds vote to a maximum millage rate of 6.2017. Therefore, the tentative millage rate of 5.7157 requires a two-thirds vote of the City Commission.
RECOMMENDATION:
That the City Commission adopt a resolution to approve the tentative millage rate of 5.7157, which exceeds the rolled-back rate by 1.38%, announce the rolled-back millage rate of 5.6379, and set the date, time, and place for the public hearing on the final millage rate and final budget hearing.
The public hearing for the final millage rate and budget will be held September 28, 2026 at 6:00 PM, in the City Commission Chambers of the Nettie Berry Draughon Municipal Building (City Hall), 302 West Reynolds Street, Plant City, Florida.
FISCAL IMPACT:
The total proposed budget for Fiscal Year 2026-27 is $158,399,684, of which $70,780,287 is in the General Fund.
