AGENDA REPORT
DATE: September 8, 2025
TO: City Commission
FROM: Bill McDaniel, City Manager
SUBJECT: Well Pump Replacement for Water Treatment Plant 3
EXECUTIVE SUMMARY:
The City’s water supply infrastructure comprises of four interdependent water treatment plants (WTPs), which collectively ensure adequate distribution of potable water throughout the distribution system.
On August 6, 2025, the well pump at WTP 3 experienced a mechanical failure, resulting in a disruption to its operational capacity. In accordance with the City’s continuing contract with Coastal Pump and Equipment, Inc., a comprehensive evaluation of the pump and motor was conducted.
The estimated cost to repair the existing pump is $64,467.86, with an anticipated lead time of 8 to 10 weeks for completion. The cost to replace the pump is $108,638.24, with a shorter lead time of approximately 4 to 5 weeks to restore WTP 3.
Given that the repair cost constitutes approximately 60% of the total replacement cost, and considering the extended downtime associated with repair, City staff recommends proceeding with full replacement of the well pump. This approach not only ensures a more expedient return to service but also mitigates the risk of regulatory violations due to over-pumping at the remaining WTPs.
RECOMMENDATION:
That the City Commission approve a resolution authorizing the purchase of a new well pump for Water Treatment Plant No. 3, through the City's continuing contract # 22-023UO-TG with Coastal Pump & Equipment, Inc., for $108,638.24.
FISCAL IMPACT:
Funds are available in the Water/Sewer Fund, CIP # UM018 – WTP, Unscheduled Equipment Replacement.
